Telekom and MTEL both cover Montenegro on 3G, 4G/LTE and 5G, which is a strong position for a country this small and this vertical. The practical story of using a phone here is written by the landscape: a coast squeezed between mountains and sea, a bay ringed by cliffs, long road tunnels, and a northern half where the roads climb into canyons. Expect a fast connection most of the time and sudden, brief silences in very specific places.

Getting online when you land

Most visitors arrive at Tivat, a small airport a short drive from the bay, or at Podgorica. Some fly into Dubrovnik and drive south, which is worth flagging: that route starts in Croatia, and a Montenegro plan only starts working once you have crossed the border. If that is your arrival, sort your route and border expectations before you leave the airport.

For a domestic arrival, the routine is simple. Install the profile at home on wifi, leave it off, then switch it on after landing and give it a minute or two to attach. Make it your data line, keep your home number on the primary SIM for calls, and disable roaming on that home line.

Tivat in particular rewards being connected on arrival: the airport is small, taxis wait outside, and the drive around the bay to Kotor or Budva involves narrow coastal road where you would much rather have the map running than be reading signs.

The networks you'll be on

Both Telekom and MTEL offer 5G here, and you will see it in the larger towns and along the busier parts of the coast. Elsewhere you will be on 4G/LTE, which is more than enough for everything a traveller does.

Your phone selects a network without your involvement and will move between them as you drive. In the mountains it is common to watch the signal indicator swing between full and nothing over a couple of kilometres; that is the terrain, not the plan. If a connection seems stuck in a fringe spot, moving twenty metres to where you can see more sky often does more than any setting you could change.

Where coverage holds, and where it thins

Consistently good: the coastal strip from Herceg Novi through Kotor and Budva down to Bar and Ulcinj, the Podgorica area, Tivat and Cetinje, and the main road corridors linking them.

Unreliable in ways worth planning for: the serpentine climb from Kotor up toward Lovćen, where the switchbacks alternate between exposed and shadowed by rock; the Tara canyon and the rafting stretches at the bottom of it, where the walls simply block everything; the higher trails in Durmitor above Žabljak; the Piva and Morača canyon roads; and the forest interior of Biogradska Gora.

Tunnels deserve their own mention. The long tunnel that links Podgorica to the coast, and the shorter tunnels around the bay, will cut a call cleanly. So will the ferry crossing at the narrows between Kamenari and Lepetane, though only for the few minutes it takes. Ostrog monastery, built into a cliff face, is another place where a phone goes quiet and stays that way while you are inside.

Boat trips around the bay stay connected close to shore; head out past the mouth toward open water and that changes.

What you'll actually use data for here

Driving, above all. Montenegro is a hire-car country, and the roads reward live navigation: one-lane sections through old towns, the difference between the tunnel route and the mountain route, and parking that fills up early in the coastal towns in summer. Live traffic on the coast road in high season is genuinely worth having, because the queues into Budva and around the bay are substantial.

Bookings are the other constant. Boat trips to Our Lady of the Rocks, rafting slots on the Tara, restaurant tables in Kotor's old town, and apartment check-ins that happen by message with a host who is not on site. Being reachable is most of the value.

Then translation, which is less needed than in some countries since English is widely spoken along the coast, but useful for menus and signage inland; ferry and bus timetables, which change seasonally; and weather, which differs sharply between the coast and the northern mountains on the same day.

Before you fly

Check the handset is unlocked and eSIM capable, and install the profile before departure rather than at the airport.

Download an offline map of the whole country. It is small, and it covers the canyons and mountain roads where live routing gives up. Screenshot your accommodation address and the host's phone number, because apartment arrivals in the old towns often involve finding an unmarked door down an alley with no car access.

If your trip crosses into Croatia, Bosnia or Albania, which is common from here, remember that a Montenegro plan stops at the border and arrange coverage for those countries separately.

Take a car mount and charger. The driving days are longer than the map suggests, since average speeds on the mountain roads are low, and navigation plus photos will drain a phone before you reach the next town.
