## What the error means

An [eSIM profile](/glossary/esim-profile/) has two halves. One half is the file on your phone, downloaded from the provider when you scanned the QR code. The other half is a record on the mobile network that says this identity belongs to a live subscription with data attached.

Not provisioned means the first half arrived and the second half did not. The phone can see a line, show its name in settings, and try to register, but the network rejects the registration because it has no active subscription record for that identity yet.
